  Couldn't choose a keyboard layout before hardware encryption settings

Status in “ubiquity” package in Ubuntu:
  Confirmed

Bug description:
  If you want to install Ubuntu 13.04 with disk encryption, you have to
  choose first a password and then your keyboard setup. This might be
  wrong! Otherwise your typed password doesn't match with the password
  send by the keyboard.

  Solution:
  Change the installtion manager, that you first have to choose a keyboard layout before you make settings.
