[Bug 1278483] [NEW] Gnome language indicator displays wrong language

I have two languages in my system, English and Russian. Switching
between them works fine, but keyboard indicator always shows wrong
language.

I can provide addtional debugging information if needed.

It started to happen after upgrade to 13.10, on previous releases
everything was ok.
