This Bug also occurs when upgrading from 13.10 > 14.04.
Running update-manager and choosing continue will apply most of the available updates. 
Running update-manager and choosing partial update (It launches the distribution update GUI) it then errors out as described above.

I was able to launch Synaptic, and "Mark All Updates" to download and
install the remaining packages, now when running update manager it see
the dist as up to date.

Here is the commit log of packages\changes that had to be made via
Synaptic because of the "Could not Calculate" issue:

  The Report:

  Could not calculate the upgrade

  An unresolvable problem occurred while calculating the upgrade.

   This can be caused by:
   * Upgrading to a pre-release version of Ubuntu
   * Running the current pre-release version of Ubuntu
   * Unofficial software packages not provided by Ubuntu

  If none of this applies, then please report this bug using the command
  'ubuntu-bug ubuntu-release-upgrader-core' in a terminal.

  
  I've installed three or four softwares.And now I'm updating from 12.04 to 14.04 and received the error report.
