tests, well packaged.

Bug description:
  powerpc-cross-toolchain-base and other cross-toolchain-base packages
  build-depend on dpkg-cross to convert the glibc binary packages to
  arch all packages.  the gcc source package is doing this directly and
  doesn't need dpkg-cross, but we need to build the glibc packages this
  way until glibc can do it directly too.

  the dpkg-cross package itself looks ok for promotion. We don't use it
  for cross-building itself.

  libconfig-auto-perl (dependency of libdebian-dpkgcross-perl) looks ok
  for promotion, maintained by the Debian Perl Team.
