Exactly what do you mean by "make it default"? Did you drag Russian to
the top of the list in Language Support? If you did, the LANG and
LANGUAGE variables should have been set in ~/.pam_environment, which
should have been sufficient to see the desktop in Russian after a re-
login.

To make Russian the default language for all users on the system, you
need to click the "Apply system-wide" button. That step updates
/etc/default/locale.

  Incomplete

Bug description:
  Steps to recreate bug:
  1) install ubuntu with english language
  2) then install some other language via language-selector-gnome and make it default (+ delete english locale for the greater sure:)
  3) log out and login

  What happens? Whole ubuntu system still in english, and in
  /etc/default/locale you'll see...

  After manually editing this file to "ru_RU" and "ru", "sudo update-locale", logout & login all Works.
