Fixed by manually upgrading python-qt4 and python-sip which were broken.

Bug description:
  Run the following commands:

  njc at lt:~$ sudo apt-get dist-upgrade

  Calculating upgrade... Done
  The following packages have been kept back:
    python-qt4 python-sip
  0 upgraded, 0 newly installed, 0 to remove and 2 not upgraded.
  njc at lt:~$ sudo update-manager -d
  Checking for a new Ubuntu release
  authenticate 'saucy.tar.gz' against 'saucy.tar.gz.gpg' 
  extracting 'saucy.tar.gz'
  njc at lt:~$

  Update manager stopped with dialog "Could not determine the upgrade.
  An unresolvable problem occurred while calculating the upgrade ..."

  All the packages in 13.04 are up-to-date.
