It looks correct. But had you really dragged Russian to the top
successfully when you wrote the bug description? It does not sound right
to me when you say "whole ubuntu system still in English", since
~/.pam_environment overrides /etc/default/locale.

Since I can't reproduce your reported bug, I would suggest that you
change it back and forth a couple of times, including applying system-
wide, to see if you now can reproduce the behaviour in the bug
description.

  Incomplete

Bug description:
  Steps to recreate bug:
  1) install ubuntu with english language
  2) then install some other language via language-selector-gnome and make it default (+ delete english locale for the greater sure:)
  3) log out and login

  What happens? Whole ubuntu system still in english, and in
  /etc/default/locale you'll see...
