It isn't "installed and configured" (that is, click-dev is the thing
that deals with the configuration in question).  I think this is clear
enough really.

  When trying to run click chroot without click-dev installed, the error
  message is:

  click chroot: error: schroot not installed and configured; install
  click-dev and schroot

  Should say that it's actually click-dev is missing.
