[Bug 1266598] [NEW] Documented package defaults are incorrect

Public bug reported:
The file /etc/cron.daily/apt contains comments describing the default values
for various package configuration options. Including a comment: "Create
/etc/apt/apt.conf.d/02periodic file to set your preference", though there
already exists a defaults file on my system at /etc/apt/apt.conf.d/10periodic.
This file was created automaticaly, I assume by this package since it was
installed on the base system. I did not install unattended-updates manually.
This made the system apply security updates by default, in turn updating the
kernel, which broke my production system on reboot since it did not update some
dependent kernel modules required for operation.
I think a more sane default would be to require the admin to manually configure
the system for unattended updates, especially in the case of a server, of which
my issue applies.
