- warn if a update requires a reboot (LP: #255443)
This requires that the packages that need a reboot set
"XB-Restart-Required: system" in the package record

Bug description:
Binary package hint: update-manager
It is not generally possible to determine whether an update will
require a restart until after the packages are installed. This goes
against the general design principle of warning before doing anything
disruptive.
