If you can't reproduce it I would say just mark it as Won't Fix or
something.  This was reported 4.5 years ago...

Status in “ubiquity” package in Ubuntu:
  Incomplete

Bug description:
  This was using the installer on the i386 desktop Jaunty release
  candidate.

  After incorrectly retyping my password a graphic appeared informing me
  of such. However, after correcting my password the graphic remained
  leading me to believe I was repeatedly mistyping my password.
