I'm sorry this happended to you, but yes, a reinstall removes everything
from the system directories, including /var.  You should mount your data
partitions in /mnt, /media, or /home.

  Invalid

Bug description:
  I had an XFS partition with with media for MythTV. During a reinstall
  of Ubuntu 9.04 I had it mount the partition with my MythTV data to
  /var/lib/mythtv/ When I finished installation all my MythTV data had
  been deleted. I installed from the standard Ubuntu 9.04 Live CD for
  i386. I expected the installer to simply remove conflicting files
  only, not my entire media collection.
