The installer does not know that you intend to use it for /boot until
after you have set the size, so it can't do this.

Bug description:
  For the regular desktop installer for Ubuntu, it just puts the root
  partition "/" in one partition and there is no need to specify a /boot
  size.  However, when doing a manual install of Ubuntu, the partition
  system lets the user specify a custom setup.  In this case, it would
  be nice for it to suggest a size for the /boot partition.
