  distribution upgrade won't start

Status in “ubuntu-release-upgrader” package in Ubuntu:
  Expired

Bug description:
  I can't proceed with distribution upgrade from ubuntu 13.04 to 13.10,
  considering this step-bystep tutorial:

  http://www.tecmint.com/upgrade-ubuntu-13-04-raring-ringtail-to-
  ubuntu-13-10-saucy-salamander/

  I get nothing when I click "Upgrade" in step 4, rarely get to step 5,
  and then got nothing.

  I had similar problem when I tried to update my personal laptop, but
  it worked after several tries. Now I get nothing.
