Using /etc/environment is deprecated nowadays (at least in Debian, see
https://wiki.debian.org/Locale#Standard).

Hence at least the Debian Zsh Maintainers won't fix this issue.

  New

Bug description:
  According to https://help.ubuntu.com/community/EnvironmentVariables,
  the file /etc/environment should contain environment variables that
  are meant to be system-wide, However zsh doesn't parse this file.

  $ apt-cache policy zsh
  zsh:
    Installed: 4.3.9-4ubuntu1
    Candidate: 4.3.9-4ubuntu1
