(a) tick box 'download updates while installing' only downloads available updates into the target
(b) "while installing" means that we cancel downloading remaining updates, if installation has finished, as we don't want to delay installation further than we have to.

So, e.g. on user account input screen, wait for e.g. 20 minutes, by that
time all updates should have downloaded, on first login update manager
should pop up offering to install updates, all of which should already
be downloaded. (e.g. 0MB to fetch).

This is inline with the agreed Ubiquity Design Spec, and technical
requirements - all cd installations result in a known installed package
state.

Status in “ubiquity” package in Ubuntu:
  Invalid

Bug description:
  As stated in the summary, using the checkbox to install updates only
  does it for the installer, rather than for the system itself, which
  requires you to run Software Updates or sudo apt-get upgrade to pull
  down the latest fixes / packages.

  This is an unexpected behavior, as it is implied that Ubiquity would
  update the system, rather than just itself. Hoping the behavior will
  be changed to have Ubiquity pull down the latest packages when the
  checkbox is checked.

  This affects all versions of Ubuntu, at least 12.04+.
