[Bug 1273655] [NEW] system-image should propagate network errors to the UI

Public bug reported:

If you go to System-Settings -> Updates while not being connected to a
network, the throbber is shown in the UI, indicating that system-image
tries to find an update.

whilc the logfile has:

FileNotFoundError: https://system-image.ubuntu.com/gpg/image-
master.tar.xz:NETWORK ERROR

(i.e. system-image knows about the network being unavailable) there is
no error message shown to the user and the UI behaves like it would
still scan for image updates.

The error should be handed to the UI instead.
