I use grub-efi-amd64 myself and it's working fine for me, so you'll have
to provide more information.  Are the .efi files in question non-zero-
sized?  What sort of system do you use, and is there anything unusual
about your boot loader setup?  Can you provide the output of "sudo grub-
install -v"?  Anything you can think of that could be helpful here ...

  The EFI firmware refuses to recognize the .efi files from this
  version, presenting an empty boot menu and refusing to continue.
  efibootmgr shows the "ubuntu" option existing but it's not available
  in the EFI interface.
