Bug description:
This bug is intended to collect the various changes needed to enable
d-i generically on arm64. The trusty kernel currently boots on both
the ARMv8 foundation model and inside a patched QEMU w/ KVM (though
not the trusty qemu yet), so these seem like reasonable initial
targets.
