This is by design. You may have dismissed the reboot dialog in the
moment, but the condition requiring the reboot still exists, so we
deliberately remind you of this on subsequent package manager
operations.

Status in “update-notifier” package in Ubuntu:
  Won't Fix

Bug description:
  The dialog informing you that you need to reboot is slightly too
  trigger-happy. After I dismiss it I would expect it to not show up
  until the next upgrade requiring a reboot. Instead, it pops up after
  any apt operation (even apt update), which means with Landscape or
  auto security upgrades enabled, the dialog pops up quite often.
