Some admins are typing "sudo bash" because it's inconvenient to have to
sudo to look at each log file. This is pretty annoying, what does it
take to get this fixed?

Bug description:
Logfiles in /var/log/upstart are only readable by root. They should be
readable by members of the 'adm' group, like most other logfiles.
(Ubuntu 12.04.)
