[Bug 1340287] Re: package-data-downloader sends unnecessary email

This is the only place we notify users that the software has been
updated, which otherwise happens completely silently. Since these
downloads are done asynchronously with respect to update-manager, it's
important that there be some feedback channel letting the user know
things have changed, /especially/ on a successful download. I don't
think we want to change the current behavior.

On a typical Ubuntu desktop install, the user will never look at this
mailbox anyway.

Title:
  package-data-downloader sends unnecessary email

Status in “update-notifier” package in Ubuntu:
  Opinion

Bug description:
  Description: Ubuntu 14.04 LTS
  Release: 14.04

  update-notifier 0.154.1

On a fresh installation of Ubuntu, I get an email from cron.daily:

  /etc/cron.daily/update-notifier-common:
  flashplugin-installer: downloading
  http://archive.canonical.com/pool/partner/a/adobe-flashplugin/adobe-flashplu
  gin_11.2.202.378.orig.tar.gz
  Installing from local file /tmp/tmpKJ_ZKO.gz
  Flash Plugin installed.

The update-notifier-common cronjob should only send an email if something
went _wrong_, and should be quiet if its job was successful.

  Owen
