[Bug 1342836] [NEW] Click info runs as root, instead of user

Public bug reported:

During the setup process when using the click package from the device
using something like click=com.example.foo, the click is read from the
root user, instead of the user. Generally packages and updates are
installed to the phablet user on the phone, not root. This can cause it
to read the wrong manifest and not setup properly.
