Title:
sudo do-release-upgrade caused system to go text-terminal mode and
  upgrade failed.

Status in “ubuntu-release-upgrader” package in Ubuntu:
  Expired

Bug description:
In text-only mode there was no progress and upgrade hanged. When I
rebooted the machine kernel was not able to boot. I tried again with
older kernel (in grub menu) and it started fine. In command line mode
I ran dpkg manually and after that release upgrade went fine.
