[Bug 1347521] [NEW] No update/upgrade option when re-installing with same ISO

Public bug reported:

Testcase: http://iso.qa.ubuntu.com/qatracker/testcases/1470/info
Hardware: KVM-VM, 2 vCPUs, 2G memory, 30G virtio disk, Cirrus graphics

For the second install, I selected the live-image and then the install
<family> icon. When it comes to select the install type, I only get
"install alongside" or "erase" but no "upgrade". I can manually make
this happen by manual partitioning and only erasing the non-home
partition.

** Affects: ubiquity (Ubuntu)
     Importance: Undecided
         Status: New
