[Bug 1348186] [NEW] Load preseed through proxy

Public bug reported:

I like to load a Preseed File by HTTP  which is only through a Proxy
reachable.

The Debian Installer tries to load a preesed by URL after netcfg has
run. The Proxy Setting is asked a few steps later in mirror.

I expect to set the Proxy in netcfg to load a Preseed File per URL (http, https, ftp).
The Proxy Setting should also set the *_proxy Enviroment Variables.

To address https://bugs.launchpad.net/bugs/568704, the Proxy for the Apt
Mirrors should be asked separtely and only set apt.conf.
