  Rational:
   - provides useful date/time calculation helper functions beyond standard library with many important users, e.g. matplotlib

  Security / CVEs:
   - no updates ever
   - latest upstream version is not packaged (which would merge python2 & python3 dateutil packages into a single source)

  QA:
   - maintained in debian
   - should be upgraded to latest upstream release
   - dfsg repackaged to remove included copy of zoneinfo
   - does not use pybuild
   - uses debhelper 8

  UI:
   - N/A not a gui package

  Dependencies:
   - python3, tzdata, debhelper, python3-all, python3-setuptools -> all in main
