Looking at the log:
https://jenkins.qa.ubuntu.com/job/bootspeed-utopic-desktop-amd64-acer-veriton-01/58/artifact/acer-veriton-01-install.log/*view*/

init package is still installed, even though it shouldn't be any more.
(It's not essential and priority optional now)

And initscripts package is not configured before procps & ifupdown are.
We could add initscripts as pre-depends for procps & ifupdown, but that
shouldn't be required as they have depends declared already.
