Please sync pyicu 1.7-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * No-change rebuild to drop Python 3.3 support.
  * No change rebuild against libicu52
  * Make the new packages Break and Replace the old (now transitional) ones to
    avoid file conflicts and failed upgrades.
  * Rebuild to drop python3.2 provides.
  * No-change upload to build for python3.3.
Transitional packages not needed as we've had an lts release since they were added

Changelog entries since current utopic version 1.5-2ubuntu4:

pyicu (1.7-1) unstable; urgency=medium

  * Team upload.
  * New upstream release
