[Bug 1290847] Re: pyvenv fails due to mising ensurepip module

Can we get a status update? This is still broken and it's sad that such
a critical and good-for-the-comunity feature is needlessly broken by
default.

Forturnately this doesn't completely break docker as I can just do
everything system wide and isolate the image. However it would be lovely
to use the features of the language as intened by upstream rather than
have them broken by so called "maintainers."

Bug description:
  Hello,

  I noticed the following

  # fails
  python3.4 -m venv --clear python-venv
  Error: Command '['.../external/python-venv/bin/python3.4', '-Im', 'ensurepip', '--upgrade', '--default-pip']' returned non-zero exit status 1

  # works, but no pip
  python3.4 -m venv --clear --without-pip python-venv
