[Bug 1328354] [NEW] Can not calculate the upgrade

Public bug reported:

I have removed all extra software repositories from apt. It will not
calculate the upgrade. I cannot find anything else that may be wrong
with the system. The error message is not very helpful.

* Upgrading to a pre-release version of Ubuntu 
* Running the current pre-release version of Ubuntu 
* Unofficial software packages not provided by Ubuntu
