Ubuntu 13.04 is no longer supported, the release is End of Life.
Subsequently, we have deliberately modified the release upgrade process
to skip Ubuntu 13.04 and go to Ubuntu 13.10. This process has been
tested and should work without any issues.

Bug description:
I'm running Ubuntu 12.10.
I want to upgrade my system to Ubuntu 13.04 and then to 13.10.
Both CLI "sudo do-release-upgrade" and the GUI system updater want to upgrade my system straight to 13.10 (skipping 13.04).
This behaviour is against recommendations from the official Ubuntu documentation (only LTS -> LTS+1 upgrade-skips are supported).
This default action of the Ubuntu release upgrader might result in a broken system.
"sudo do-release-upgrade" should upgrade to the next released version instead of the latest available one.
