Title:
rsync ignores files with wrong encoded german umlauts

Status in “rsync” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: rsync

  ubunutu 9.0.4
  rsync:
    Installiert: 3.0.5-1ubuntu2
    Kandidat: 3.0.5-1ubuntu2

It looks like that rsync is not able to sync some dirs or files with a wrong encoded umlaut.
The dir is listed with a placeholder for the problematic char e.g. Ver?ffentlichungen

rsync does not even give a warning it just ignores this dir and allof
  its files.

  cheers
  Reimar
