The issue has been addressed previously. Actually it's the intended
behavior, even if it's not appreciated by everyone.

Status in “xdg-user-dirs” package in Ubuntu:
  New

Bug description:
  When installing the ubuntu 14.04 system (32-bit), I opted for the Slovak language.
  I am the only user on the machine.
  As expected, I got the Slovak directory names Plocha, Dokumenty, Stiahnuté, etc (instead of their English names Desktop, Documents, Downloads, etc).

  Later I decided to change the environment language to English (GB),
  but only as the user, not in the system-wide manner. I was asked if I
  want to change the above Slovak names to English ones. I agreed.

  Most of the directories were renamed as expected. However, one of the
  directories (Plocha) contained some files. Its English equivalent was
  created (Desktop) but the slovak-named directory (Plocha) was kept,
  together with its files. The files were not moved into the directory
  Desktop. They are not shown on the display. If I want to have them
  shown on the desktop, I have to do the mv operation with files
  manually. (And manually delete the no-more-needed directory Plocha .)

  I would expect that the program which cares about these things should (after some checks) just do
  mv Plocha Desktop
  and that would preserve any file atributes and possible symbolic links within Plocha .

  To complete my report, I just add that I prefer to use a combined
  locale (but this should not matter). The output of my locale command
  is
