[Bug 1294807] [NEW] "manual" type interfaces should allow the mtu stanza

1. Ubuntu 12.04/14.04

3. Expected: That MTU will be set with the mtu option
4. What happens:  You need to use pre-up/post-up ifconfig mtu to set the option

This has only been reproduced with bonded interfaces right now due to
bug 1294798.
