[Bug 1295532] [NEW] resolving dependencies can take up large amounts of RAM

Public bug reported:

resolving complex dependencies such as when updating from one release to
the next can take up oodles of RAM. I've seen aptitude go up to 2GB  of
RAM on a 2GB RAM and 2GB swap machine but it seems there really is no
boundary.  I hope something can be done to prevent such runaway
situations.
