[Bug 1295599] [NEW] doesn't autocomplete upstart names

Public bug reported:

The bash-completion package, that comes from Debian, supports completing
names of services that are located in /etc/init.d but will not complete
upstart services located in /etc/init.

The fix shouldn't be too difficult to do, I suppose.
