If this is a fresh install then ubuntu-release-upgrader is not the
correct package.  ubuntu-release-upgrader deals with upgrading from one
release to another.

  Login-screen display wrong keyboard-layout

  Fresh install from Xubuntu DailyBuild (14.04).

  Keyboard-layout = Belgian (set @ time of installation). After installation, the login-screen
  displays a US keyboard-layout although the keyboard works as a keyboard with a Belgian-layout (as expected)
