[Bug 1296405] [NEW] external monitor works fine until screen turns off

Public bug reported:

 Dell 20" 2001FP LCD monitor works very nicely as my only screen with
the launcher until screen dims (I have 5m setting).  After it dims, I
lose the launcher and instead get just an Orange (looks like secondary
screen) with the upper right controls.  It stays this way until I click
on Sytem Settings... and the it comes back to life.

My last update was a few days ago.  Cannot update again because of bug
