So this is not a bug in isc-dhcp, if anything it's an integration issue
in dnsmasq. dnsmasq should consult /run/resolvconf/interface for its
forwarding DNS servers. resolvconf does what it's expected to, as does
isc-dhcp. isc-dhcp does a naive forwarding into resolvconf, which is not
broken.

It might make sense to open a task against dnsmasq if this really is
broken, which I did not check.

  While setting up network connections dhclient ignores dns-servers
  handled by dhcp-server. resolv.conf will only hold

  nameserver 127.0.0.1
  search bfs.de

  dnsmasq doesn't find any useful dns-servers in this case and will fail
  to resolv "google.com" (or any other not locally known name).
