You have packages on the disk that are not part of Ubuntu 13.10.  They
are probably left over from when you used it for Debian.  You need to
format the disk before reusing it for Ubuntu.

  Install fails with conflicting files on installer

Status in “ubiquity” package in Ubuntu:
  Invalid

Bug description:
  Trying to install on a new HP Elitebook Folio 1040G1 s memory card. I
  have tried with Debian first but it didnt recognize the Sdcard reader
  by default so jumped ship to ubuntu installer.

  After a bunch of tries with different installer setups on USB stick I
  have to put in a report on this conflict. The installer fails on
  package installing of locales with conflicting files.
