Not exactly. This bug is about the terminal widget causing the update
manager not to fit on the screen. #1072460 is about the update window
manager growing (again outside the screen) when expanding the details
(before upgrade starts) and then not shrinking again when they are
unexpanded, leaving the "begin upgrade" button outside the screen.
So both are aspects of the general problem "upgrade-manager does not
work well on small screen resolutions", but fixing one does not
automatically fix the other.

Title:
[Dist-upgrader] Window too big in 800x600
Status in “ubuntu-release-upgrader” package in Ubuntu:
Triaged
Bug description:
When using the new version of update-manager to upgrade Breezy to
Dapper Beta the update-manager gives you the choice of opening a
terminal. If you run X in 800x600 you cannot see the last 1/3 of the
dialog because it is outside of the visible area. This, imho, should
be considered a bug since you are not able to scale the size of the
dialog and should the user be requested for input the said user has no
way of knowing this yet even be able to see the possible input. This
could break the installation procedure.
I will render it a very serious bug because a some point during the
installation process the dialog automatically opens the terminal with
no option of restoring to dialog mode.
