This sounds like a bug with network-manager and not the release upgrade
process.

Title:
  Can't open or config VPN dialog from network manager

Status in “network-manager” package in Ubuntu:
  New

Bug description:
  Since recent software update, when trying to connect  an existing VPN or configure a VPN from the network manager icon , both options are available ( not greyed out ) but clicking either produces no response. I can connect to a VPN from a terminal OK.
  This occurred on both my laptop and desktop at the same time , both running Ubuntu 14.04
