[Bug 1317378] [NEW] Python3 "open" (to create a file) builtin method not working for 3.40 on trusty

Public bug reported:

im not sure if its my configuration to blame, or the new "create file" mode is undocumented, but both open and os.open wont create files.. ive checked permisions, and everything seams good.
worst of all, a stability downgrade isnt possible by using the ubuntu trusty repo's alone. suggested, my personal ideal solution, would be packaging python 3.3 as 
python3.3
 
and other modules as 

python3.3-modulename

at the moment, 3.40 is broken biscuits on trusty
