I was unable to recreate this using ubuntu-emulator and an image with
build number 303. After a reboot /etc/default/whoopsie still contains
report_crashes=false and report_metrics=false.

Bug description:
  Steps to reproduceː

  1. Flash the latest stable image.
  2. Open the system settings and then Security & Privacy Panel
  3. Change the Diagnostics settings to 'Not Sent'
  4. Reboot the device
  5. Observe the values changed to default 'Sent'
