Same problem here on Ubuntu Desktop 32-bit 14.04, kernel 3.13.0-24-generic #47-Ubuntu SMP, language and locale set to en_US, and Italian keyboard layout.
The workaround by Dino Conte (sudo dpkg-reconfigure keyboard-configuration) works for me.

  Confirmed

Bug description:
  I use 'Trusty Tahr' in German.

  After every second or third reboot loses 'Trusty Tahr' the german
  encoding settings.

  Both in the console, as well as in applications - for example, Firefox
  - the English character set is then set, and I have to perform 'sudo
  dpkg-reconfigure keyboard-configuration' to switch back to German.
