  fresh 13.10 works, fresh 14.04 fails

Status in “grub2” package in Ubuntu:
  Confirmed

Bug description:
  After multiple upgrades and installs from Ubuntu 13.04 to 14.04, then
  to 13.10 and fresh install of 14.04 the only grub that worked was in
  13.10. Can not repair grub in 14.04 at all to work with Windows 8.
