[Bug 1320466] [NEW] unable to make any update from sudan unless we use VPN connection

for an year we can't update form Sudan , when we try (sudo apt-get update ) gives this error  massege ::
E: GPG error: http://extras.ubuntu.com trusty InRelease: Clearsigned file isn't valid, got 'NODATA' (does the network require authentication?)

this issue affect on many many people .
