[Bug 1321255] [NEW] inconsistent behaviour of cmp compared to diff

Command
    diff file dir/
compares `file' and `dir/file' but
    cmp file dir/
writes error message:
    cmp: dir/: Is a directory.

Make, please, cmp behave same as diff.
