Bug still exists in Ubuntu 14.04 LTS (trusty).

What about thin space (U+2009) or narrow no-break space (U+202F)?

Bug description:
  When "diff" is run with the "-b" or "-w" options, it fails to treat
  non-breaking space characters (U+00A0) as whitespace.
